The answer is that they rely on video calling services such as WhatsApp video, FaceTime and Skype to contact their friends and family which allows them to show their sign language to the other person. After spending the entire day with deaf people in the UAE they said that not being able to use those services is one thing that upset them the most.
Upon researching further it is important to note that alternative video calling services have been made available to them however these services are rarely used by so many of their friends and family (versus mainstream services such as WhatsApp) that in many cases it is pointless.
